A native of Michigan's Upper Peninsula, Commander Harris graduated from the U.S. Naval Academy in 1998 where he earned a Bachelor of Science in Political Science. He was winged as a Naval Flight Officer in January 2000.

Following fleet replacement training, Commander Harris transferred in May 2001 to the Scorpions of Electronic Attack Squadron ONE THREE TWO. He deployed on USS GEORGE WASHINGTON (CVN 73) in support of Operations SOUTHERN WATCH, ENDURING FREEDOM and ALIED FORCE. Following completion of the Prowler Tactics Instructor (PTI) course, he deployed as the Scorpion's Training Officer on USS JOHN F. KENNEDY (CV 67) in support of Operation IRAQI FREEDOM.

In July 2004, Commander Harris reported to the Electronic Attack Weapons School where he served as Surface to Air Missile and Radar Electronic Attack phase head as well as Assistant Training Officer. He was selected as the 2004 Electronic Attack Wing Pacific PTI of the year.

In February 2007, Commander Harris reported to the staff of Carrier Air Wing ONE (CVW-1) at NAS Oceana, VA where he served as Assistant Operations Officer and deployed on USS ENTERPRISE (CVN 65) in support of Operations ENDURING FREEDOM and IRAQI FREEDOM.

In July 2008, Commander Harris attended the U.S. Army Command and General Staff College at Fort Leavenworth, KS and earned a Master of Science in Adult Education from Kansas State University.

In August 2009, Commander Harris returned to the fleet as a Department Head in the Rooks of Electronic Attack Squadron ONE THREE SEVEN. He served as Administrative, Electronic Warfare, Operations and Maintenance Officer. He deployed on USS ENTERPRISE (CVN 65) in support of Operations ENDURING FREEDOM and NEW DAWN.

Following his Department Head tour, Commander Harris was assigned to U.S. Strategic Command (USSTRATCOM) Joint Functional Component Command for Integrated Missile Defense (JFCC IMD) in Colorado Springs, CO. He served as a Missile Defense Operations Watch Officer and J35 Ballistic Missile Defense future operations planner. He was selected as the USSTRATCOM JFCC IMD Field Grade Officer of the Year for 2012.

Following EA-18G transition training, Commander Harris returned to the Scorpions as the Executive Officer in May 2015 and subsequently became the Commanding Officer in July of 2016. He completed two deployments to the Western Pacific and one deployment to Incirlik Air Base, Turkey in support of Operation INHERENT RESOLVE.

Commander Harris has accumulated over 2,500 flight hours and 400 carrier arrested landings in the EA-6B, F/A-18F and EA-18G. His decorations include the Meritorious Service Medal, Defense Meritorious Service Medal, Air Medal Strike/Flight (three), Navy and Marine Corps Commendation Medal (two), Joint Service Achievement Medal, Navy and Marine Corps Achievement Medal (three) and various unit, service and campaign awards. He has been selected by his peers three times as the Electronic Attack Community's 2005, 2011 and 2016, Commander Naval Air Forces' Navy and Marine Association Peer Leadership Award recipient.
